CSD issues clarification statement


Hong Kong (HKSAR) – Regarding Chinese newspapers reports today (July 6) that inmates in correctional institutes could be arranged to attend courses, and they would not need to work but would study in an air-conditioned room from 9am to 5pm, a spokesman for the Correctional Services Department (CSD) made the following clarification:

CSD treats all persons in custody equally. According to Prison Rules, all convicted adult prisoners are required to engage in useful work, unless when a Medical Officer excuses them from work on medical grounds. In consideration of individual situation, health condition and security implication of each person in custody, he/she is assigned to suitable work post with reference to standing guidelines.

Education for adult inmates is provided on a voluntary basis.

CSD always encourages inmates to take up distant learning courses for self enhancement and preparation for social re-integration. However all the self-study arrangements are only conducted in their dormitories and cells after work.
