Since then, she has gone through an arduous and expensive process to try to stay.<\/p>\n<p>For\u00a0Mazhar, that means she may be left to fend for herself, with patchwork care from her family.<\/p>\n<p> <img decoding=\"async\" src=\"http:\/\/i.cbc.ca\/1.3840786.1478558193!\/fileImage\/httpImage\/image.png_gen\/derivatives\/original_620\/noor-mazhar.png\" alt=\"Noor Mazhar\" width=\"100%\" \/><\/p>\n<p class=\"figure-caption\">Noor Mazhar, 80, suffers from right side paralysis, dementia, and speech impairment. (CBC)<\/p>\n<h2><strong>&#8216;Beebi is my friend&#8217;<\/strong><\/h2>\n<p>&#8220;Beebi is my friend. Just like my family. She looks after me. Anywhere I go, she goes with me,&#8221; Mazhar told CBC News.<\/p>\n<p>Mazhar loves to paint, and she wants to paint\u00a0a picture.<\/p>\n<p>Sartharkhan brings the palette, the brushes, and fits her one useful hand into a white latex\u00a0glove.<\/p>\n<p>&#8220;Four years. Noor mother&#8230; family,&#8221; said Sartharkhan.<\/p>\n<p>She does everything for her, Sartharkhan\u00a0says, in what little English she has.\u00a0<\/p>\n<p>&#8220;Come work. Walking. Cycle. Pully. Eat. Medicine. Bathroom. Painting. (CBC)<\/p>\n<h2><strong>&#8216;She&#8217;s really her shadow&#8217;<\/strong><\/h2>\n<p>Her son, Bilal Naqvi, says Sartharkhan\u00a0worked with his mom for two-and-a-half years before coming here.<\/p>\n<p>&#8220;She adjusted very well and she became like a daughter. \u00a0Actually, more than a daughter, because she&#8217;s really her shadow.&#8221;<\/p>\n<p>Naqvi says since 2010, he has worked to find an appropriate caregiver here in Canada, to no avail.<\/p>\n<p>&#8220;In a very short period of time we had gone through 16 caregivers. (CBC)<\/p>\n<p>&#8220;There is no shortage of qualified, educated caregivers in Canada. \u00a0The issue is turnover because they run into difficulties of being able to understand what the needs of the specific patients are. They are unique.&#8221;\u00a0<\/p>\n<p>With no options left, he sent his mother to live with his sister in Dubai, where they met Sartharkhan.<\/p>\n<p>She accompanied\u00a0Mazhar\u00a0to Canada last\u00a0year on\u00a0temporary resident status so that\u00a0Mazhar\u00a0could keep her permanent residence status in Canada. \u00a0<\/p>\n<p> <img decoding=\"async\" src=\"http:\/\/i.cbc.ca\/1.3840778.1478558071!\/fileImage\/httpImage\/image.png_gen\/derivatives\/original_620\/caregiver-3.png\" alt=\"Caregiver 3\" width=\"100%\" \/><\/p>\n<p class=\"figure-caption\">Sartharkhan and Mazhar have been together since 2012, when Mazhar was sent to Dubai because her family could not find care for her in Canada. (CBC)<\/p>\n<h2><strong>Immigration obstacles for foreign caregivers<\/strong><\/h2>\n<p>Service Canada granted the family a positive Labour Market Impact Assessment, accepting that there is a need for Sartharkhan&#8217;s services in Canada.<\/p>\n<p>But Immigration, Refugees and Citizenship Canada (IRCC) says it has not granted Sartharkhan\u00a0a work permit because the family applied to the Canadian government and not to the embassy in India.<\/p>\n<p>The family has now applied for a Temporary Resident Permit and Sartharkhan&#8217;s family is applying for her work permit in India.<\/p>\n<p>In the meantime, Sartharkhan\u00a0is facing deportation.<\/p>\n<p> <img decoding=\"async\" src=\"http:\/\/i.cbc.ca\/1.3840813.1478558809!\/fileImage\/httpImage\/image.png_gen\/derivatives\/original_620\/beebi-and-noor.png\" alt=\"Beebi and Noor\" width=\"100%\" \/><\/p>\n<p class=\"figure-caption\">Sartharkhan helps Mazhar do the exercises she needs for her physiotherapy. (CBC)<\/p>\n<h2><strong>Diverse seniors struggle to find care<\/strong><\/h2>\n<p>&#8220;This is a much broader social issue,&#8221; Naqvi said. &#8220;The population of South Asians is growing &#8230;\u00a0in the GTA especially and we will have this problem on our hands.&#8221;<\/p>\n<p>Seong-gee Um, \u00a0a researcher with the Wellesley Institute, a Toronto-based non-profit and non-partisan health research group, has been trying to raise awareness of the unmet needs of the GTA&#8217;s diverse senior population.<\/p>\n<p>&#8220;I hear immigrant families looking for caregivers but within the existing system, it&#8217;s so hard to find the right person,&#8221; she said.\u00a0<\/p>\n<p>Her research, The Cost of Waiting for Care: Delivering Equitable Long-term Care for Toronto&#8217;s Diverse Population, found that is having a negative effect on seniors and their families.<\/p>\n<p>&#8220;Immigrant seniors and racialized seniors and those whose mother tongue is not English, their unmet needs were much higher than their counterparts,&#8221;\u00a0Um said, &#8220;and they rely more heavily on their family caregivers.&#8221;<\/p>\n<p>Um says while the government has made investments in home care, the cultural and linguistic needs of Canadian\u00a0seniors have not been addressed at a policy level.<\/p>\n<p>She says more than half of the seniors in the GTA are immigrants, many reporting a\u00a0mother tongue other than English.<\/p>\n<p> <img decoding=\"async\" src=\"http:\/\/i.cbc.ca\/1.3840818.1478558892!\/fileImage\/httpImage\/image.jpg_gen\/derivatives\/original_620\/beebi-and-noor-2.jpg\" alt=\"Beebi and Noor 2\" width=\"100%\" \/><\/p>\n<p class=\"figure-caption\">Sartharkhan and Mazhar dressed for a special event. The pair say they are &#8220;like family.&#8221; (CBC)<\/p>\n<h2><strong>Legal battle could drag on for years<\/strong><\/h2>\n<p>&#8220;In my heart I know we will probably get to keep her because it&#8217;s a genuine need,&#8221; said\u00a0Naqvi.<\/p>\n<p>Their lawyer, Pantea Jafari, says the process could take close to two years, but says the minister could grant a temporary resident permit immediately.<\/p>\n<p>&#8220;There is an elderly woman with dire need of care, someone living under her roof able to offer that care, with the government having the ability and authority to enable the two to connect.&#8221;<\/p>\n<p> <img decoding=\"async\" src=\"http:\/\/i.cbc.ca\/1.3840796.1478558427!\/fileImage\/httpImage\/image.png_gen\/derivatives\/original_620\/mazhar-painting.png\" alt=\"Mazhar painting\" width=\"100%\" \/><\/p>\n<p class=\"figure-caption\">Mazhar likes to paint in her spare time, and needs Sartharkan&#8217;s help to do so.
