LCSD proposes Victoria Park venue for use by group on October 2


Hong Kong (HKSAR) – With regard to an application from the Civil Human Rights Front made under the name of Hong Kong Confederation of Trade Unions (CTU) for hiring six soccer pitches and the central lawn of Victoria Park (VP) from September 30 to October 1 for public gathering, a spokesman for the Leisure and Cultural Services Department (LCSD) said today (September 20) that the department had contacted the applicant to explain the difficulties it faced in processing its October 1 application, and the inconvenience and confusion that might be caused to the public by different activities held in VP on that day. The department suggested the applicant to consider holding their activity in VP on the public holiday on October 2.

The spokesman said since another group had scheduled earlier to hold a large-scale event on the six soccer pitches of the park in the same afternoon on October 1, other subsequent applications for use of the soccer pitches could not be entertained. In addition, the large number of participants for the public gathering to be organised by CTU (expected to be 50 000) far exceeded the capacity of the central lawn.

The LCSD, after consultation with relevant government departments and careful consideration of factors including proper park management and crowd control, as well as allowing all members of the public to enjoy park facilities safely and comfortably, found it not appropriate to accept the application.

As a matter of fact, the department had also declined applications made earlier by two other groups for staging events on the central lawn on October 1 based on the same considerations. After co-ordinated efforts, the two groups had rescheduled the dates for holding their activities on VP’s central lawn.

The spokesman said that in order to facilitate the use on October 2, the LCSD would request the other event organiser to clear and return the soccer pitches as soon as the event on October 1 concluded so that the department could release more space on October 2 for consideration for use by the applicant.

The LCSD will continue to communicate with the applicant over the above proposal, the spokesman said.
